First, it's not a "national security issue". In fact, assuming you are worried about terrorist's that are illegals, it might actually be helpful, as far as finding and tracking them, for them to get drivers licenses.

Would you then have the federal government dictate all local laws? If Kerry disagree's with the speed limit on Main Street in Peoria, Illinois, should he work in Washington to change it?

You are so hard and fast in your dislike for "anyone but Bush" that you will happily jump on any "issue", regardless of common sense. When it comes to drivers licenses, it's ALWAYS been state run. And I for one am not ready for a National Department of Motor Vehicles. Are you?
