No they did this on the command of the NATO commander, not the American President.

NATO does not command American forces. The only way for a NATO commander to be over American forces is by direction of the President (the commander in chief).

Are you claiming that we attacked Serbia against the will of President Clinton?

No they did this on the command of the NATO commander, not the American President.

They acted under the authority of, and where ordered in to the combat by Clinton. He was not their direct commander in the field no president has led soldiers in to battle as president since George Washington.
