He IS speaking to the Urban league. His not going to the NAACP is just politically returning the fire of the President of the NAACP. This doesn't disqualify Bush as President of black people too. How silly.

No. Given those parameters there is no requirement that Bush not speak to any particular organization, there is just no requirement that he speak to a black organization just because it is a black organization.

So, is he just the president for the white people?

Bush doesn't have a policy of not addressing black organizations.
