Virginia's General Assembly fought tooth and nail over projected tax deficits, and Governer Warner (Democrat) prevailed, he got his tax increase.

Then, even before the tax increases kicked in, surprise, surprise, Virginia's economy rebounded, and there is no deficit.

So what does Warner want to do? You guessed it, put the surplus into a "lock box."

The problem is that the golden goose is controlled by foreigners. They can kill it any time they think it's in their interest. This is the danger of a "deficits don't matter" policy, if you depend on foreigners to finance your deficits.
