Easiest way to improve quality is reward the best. With you people and your teacher unions, that isn't happening.

Do you really believe raising the pay of a bad teacher will change them into a good teacher?

Fire the bad teachers after giving them time to change and reward the good teachers. A concept missing from every failed socialist system.....

The Republican mantra is that more money attracts better talent in everything except government. In government, the less you pay, the more you get.
