How can gov't get smaller when our population is getting larger?

Incenting teachers or schools?

I suppose you could put teachers on commission, based on student test results. But you would probably have to put in a whole new layer of management to work it. As for schools, you would end up sending more money to the good schools and less to the bad schools, making the division even more extreme. I'm not entirely against the school voucher system, as long as it is administered correctly. I don't know if it is (here in FL).

Yes I am for smaller government, but I'm not for underfunded schools. And I'm against shrinking government as implemented by the Bushs (George and Jeb). They take functioning parts of government and out source the function to their political contributors. In most cases the functions become more expensive and less effective. Remember, government employee's are generally much less expensive than employee's in the private sector.
