I disagree with the opinion that paying an employee more, that is not doing a good job, will result in that employee doing a better job. Even if they are underpaid. Maybe I miss your point.

How about create a system where that when that employee does a better job then they get paid more?

Now you have entered the "teacher testing" fight that has been going on nationwide for many years....Related to school vouchers also...

Rich people can afford to put their kids in better schools. How do we help the poor kids stuck in bad schools? Throwing more money into the bad school is not the answer unless some accountability is added and the reasons the school is bad are resolved.

You'll be fighting the NEA and probably the state teacher's union every step of the way.
