My question is and was: What programs? There weren't any.

Not only were these WMD program claims false, but your assertion that Bush built his case merely around WMD programs is also false. When no WMDs could be found, Bush started talking more often about WMD programs. When no WMD programs could be found, Bush started talking more often about how the world was better off without Saddam. To go so far to evade responsibility is dishonorable. Same goes for you.
