ADL Calls for Hezbollah TV to be Designated a Foreign Terrorist Organization by U.S. -------------------------------------------------------------------------------- To: National Desk Contact: Myrna Shinbaum, 212-885-7747, Todd Gutnick, 212-885-7755, both of the Anti-Defamation League NEW YORK, Jan. 4 /U.S. Newswire/ -- Indicating that a "direct and indisputable" link exists between the terrorist group Hezbollah and the satellite network Al-Manar, the Anti-Defamation League (ADL) today urged the United States government to designate the Lebanese television network as a foreign terrorist organization. In letters to Secretary of State Colin Powell and Treasury Secretary John Snow, ADL noted that even with the recent listing of Al-Manar on the State Department's Terrorist Exclusion List, the station may still have the ability to openly solicit funds for Hezbollah and have business dealings with American companies. Foxman, ADL National Director, said that, "as a non-military wing of a terrorist organization, Al-Manar should be subject to the same restrictions as Hezbollah." The ADL letters continue: The connection between Al-Manar and Hezbollah is direct and indisputable. Hezbollah owns, operates and staffs the station, and directs its programming. U.S. policy on this is clear -- money is fungible. Since terrorist organizations rely on political, communications and social service networks to advance their terror agenda, no distinction can be made between the military and communications arm of an organization like Hezbollah. Moreover, Al-Manar's own direct action supporting terror operations -- incitement, fundraising, recruitment and even using its personnel to gather information on potential targets - has been well documented. Designating the station would not raise First Amendment issues. Even if Al-Manar were subject to such protections, American courts have long held that otherwise illegal activity is not immune from regulation because it may have an expressive component.
