The system of cooperation which has been instigated will help. It was non existent at the time of 9-11 so there is inconclusive evidence that Bush could have stopped anything. What is disturbing is that the CIA and the FAA were not advising the FBI as they should have. That system breakdown has been going on for years before 9-11...
