There's no point in parsing words over health insurance or health care.

It's a catch 22. If you have no health insurance you cannot likely get quality health care. You can get emergency treatment, but you must go to a hospital, where if you cannot pay, the tab will be picked up by the hospital, other patrons and tax payers. Most likely they will set up a payment plan for you, where you may end up sending money to the hospital for the rest of your life...unless you declare bankruptcy.

The other catch 22 is that even if you have health insurance your deductable will likely keep you from going to get help except in near emergency situations.

Then there is still another catch 22, where even if you have insurance, you still may not be able to pick your physician or even get the treatment that you need with out a higher co-pay...plus your deductable. And many ailments are not covered period by insurance.

In short we already pay way too much for healthcare or health insurance, as you wish to parse it, and get way too little for our money.
