A common defense is something we all benefit from equally in order to go about our individual affairs. Health depends upon people's lifestyle choices. We don't want to subsidize and therefore encourage poor personal choices like smoking, heavy drinking, over-eating, burger-gobbling, having unprotected sex with AIDS carriers, and/or not washing one's hands after using the facilities. People need to be held answerable for their own actions and know in advance that they will either be rewarded or bear the cost of their personal health decisions. It encourages personal responsibility.
