Missiles

The sole purpose of missiles is to attack population, buildings, and sensors, and missiles are the only units that can attack these things. When you create a fleet of missiles, you can specify what type of unit you are attacking. A given fleet can attack only one type.

Sorry to offend you sensibilities. Missiles are generally used in the context of a war for the purpose of destroying an enemy's infrastructure or inflicting casualties. Whether it was a declared was or not, Clinton used the missiles in that context.

I was careful to use the term "people." If I recall correctly, three of the casualties were night watchmen at the factory in the Sudan. No one is in favor of killing civilians. If the remainder of the casualties were terrorists, I am more than comfortable with that. If you find that an immoral position, there is probably nothing that I can say that will change your mind.

Consider this thought. If Clinton had waged an effective war against terrorism, which would have involved inflicting and accepting a significant number of casualties, it is possible that 9/11 may never have happened. If 9/11 had not happened, it is doubtful that we would have invaded Iraq.

Actually, if Clinton had rallied the support of the American people and waged a real war on terrorism, Al Gore would probably be running for a second term.
