Pedagogy. And there is something to it. Now true, there is a certain amount of nonsense that gets dressed up as pedagogy, but if you've tried to teach, you'd know there is more than just knowledge of the subject matter. Which is not to say that knowledge of the subject isn't needed...

Depends on the subject. But in most instances, I'd rather a teacher have the knowledge of the subject and do his/her best on the pedagogy. Much preferable to having an absolute expert on pedagogy trying to teach calculus.

It takes 4 years of college plus a year of "practice teaching" to teach "pedagogy"?

Must be quite a subject. You can turn out an engineer that a company will actually hire in that time.
