If not, what is your solution? It is all we've got. There IS no other solution. Unless you know where, besides the stock market, you can get an 8, 9, or 10% annual return. Those have been the returns over long periods of time......there is no guarantee that they will continue; they certainly haven't been the returns of the past 4 years. For me, a more reasonable alternative is to do budget allocations over a period of time until SS is sufficiently funded. I think playing with the market is a dangerous way to try and recoup the shortage.
