I don't know either. But given his current inability to catch bin Laden, 34 months after 9/11, you can probably project that he would have been any more successful then.

Hey, he didn't have the Sudan offering bin Laden up since 9/11. OTOH, he did have bin Laden in full flight mode. Pure apples and oranges.

I think Bush would have sent a Delta team in to back up the locals, and to hell with the conseqences. It fits with his personality.

The failure to get Osama in Tora Bora was Central Command's fault, not his. Since then Osama has been hidden in NW Afghanistan by the locals, with some possible excursions into Pakistan. An almost impossible place to find anybody.
