I'm not sure what you're getting at. Clinton didn't pay down the national debt. He contemplated using the surplus to do so, and AG weighed in. He paid down the deficit, froze the debt and that created a surplus, which Bush promptly blew with tax cuts, wars, etc. and began running it up again. Bush certainly didn't think the surplus was illusory.
