Well, let's just pick one item: Afghanistan. The country is still very divided with warlords and tribalism reigning throughout. There is no economy unless you count the rapid resurgence of the poppy crop. There has been no election, political officials live in fear of their lives, women are still oppressed to a significant degree, Mullah Omar is still free, a pro-Taliban insurgency still exists, Karzai is accused by many of being an American puppet(which he is). Is that enough? Afghanistan is not yet "free."
