The small tax breaks to US corporations is exactly offset by removing the tax incentive for multinationals to export jobs.

The rollback on taxes for those that make over $200K pays for the health care changes.

Kerry has made it very clear that he will only implement his proposals on a "pay as you go basis", and he needs to fix the Bush economic blunders first (massive deficits, 1.8 million jobs lost).
