Nobody notices taxicabs, the drivers are commonly Middle Easterners, it's a perfect way to hide in plain sight. Having been to DC many times, and taken MANY cab rides, I concur, and have said that openly to several people. Nearly all of the cabbies talk in "other than English" over their "short wave communications gear".... Hopefully, there are some of the Homeland security folks looking at this.... BUT because many of these cabbie belong to unions, I wouldn't bet on it.
