As I understand it, the color code's main purpose is to staunch the hemorrhage of money suffered by local law enforcement agencies caused by being on red alert unnecessarily. Also to allow them to get sufficient sleep and time to attend to other duties.

I know that...But that is not how it was originally explained.

The hoopla surrounding the color code was massive and the promotion/advertising cost tens of millions.

That was a helluva waste when in the end...after everyone finally understood it would not work for civilians, the decision was made to tell civilians the code is not for them.

It should be and could be.

It could be effective for civilians but the ready.gov website and plan contains too many errors and omissions.

Let me talk to one little example. At code orange the affected neighborhhod schools will be ready to implement their emergency evacuation plans at any moment. The school admin folks participate in community terrorism planning. Evac is their universal big plan. But the school systems keep the evac plans secret. So a parent that doesn't visit their kids' school now to learn about the emergency plan, but plans to pick their kids up in an emergency, may very well find an empty school and not have any idea where their kids are.

Several school principles I spoke to told me they plan to take their cell phones and notify parents after they evacuate. They did not know cell phones didn't work on 9/11 in NYC and they did not know what to do if a parent did not answer if the cell was working. I helped a very good friend of mine put together a program for that entire school system. He has been teaching them classes since spring.

I have uncovered dozens of similar examples. The authorities have many plans that are going to affect you negatively but you are likely not aware of them.
