According to Kerry's OIC, Kerry operated independently in free fire zones and had trouble reigning him in. In this case Kerry could have engaged in the activities he said he did, and outside of the limitation of the lawful orders of his OIC. His OIC wanted him out of his unit and found the 3 purple heart loophole to do just that.
