The no-fly were unilaterally imposed by Bush Sr. subsequent to the war, when Saddam embarrassed Bush Sr. and used what was left of his air power to crush rebellions by the Shiites and Kurds - after Bush Sr. encouraged them to rebel and then refused to send military aid when they confronted Saddam's forces. They were not part of the agreements ending the first Gulf War.
