That would seem to be fairly easy..

-lack of enough spine to do the right thing.
-fear of change

We need leadership on this issue. Bush is not the one that will do it. Kerry is already working on it.

This is an area the whole world will need leadership on. Sure it will cost money, but it will be a profit center down the road. Infrastructure costs money, too, but it allows the nation to profit in the future..
