I watched the Larry King interview. Kerry said that the Senators including himself huddled together in the Senate chambers of Senator Daschle. There could not communicate with White House and hence they did not know what to do as a Senate.

Whereas in the case of Bush, he is the Commander-in-Chief. He does not belong to a body of folks like Senators do. He can and in fact is expected to act independently in such situations because of the powers vested in him. Senator Kerry has no powers vested in him for him to act unilaterally.

So Kerry talked about the Senate not himself. And the strange coincidence here is that following the attack both Cheney and Osama Bin Laden went underground.
