The international inspectors don't provide all the intelligence information. Their other sources however good or bad as is typical in intelligence was leading a lot to believe in large stockpiles of WMD. This wasn't a partisan issue. Both parties in intelligence committees of the Congress and Senate agreed with the intelligence findings. There was nothing to indicate they were incaccurate.

The rumblings were just that, circumstantial evidence and rumors.
