If someone has been prosecuted and convicted of a crime you have every right to label them according to the offense for which they were convicted. They are as a matter of proven fact, a criminal. If they have served their time, or in some way payed their debt to society and are now living free and clear of the offending conduct, then you would still be within reason to remind us that the they were once a perp of some sort. It would be wrong however to refer to them as a perpetrator currently if the behavior was no longer a part of their repertoire.
