Since he can't really help (i.e. does not have authority to release emergency funds), then if he went, it would (probably correctly) be seen as a political photo op to cash in on the crisis. I'm not sure that wind-surfing is the right thing to do, if that's really what he plans, but skipping the fake photo op sounds like a good idea.

Kerry people will help out in Florida. They will give their time, money and muscle. They have plenty. Local democrats are very loyal to them so they have a small army. Kerry is well ahead in Florida in all the polls. He is obviously quite popular there, for good reason. GW Bush has a 54% DISapproval rating in Florida. They like Jeb OK but not GW. Both Bushes cheated in 2000 in Florida though. They stole the state. Thanks to the Miami herald now everyone there knows it.
