Wouldn't logic be that if you were President and the nation was underattack that you wouldn't be talking to the VP...wouldn't you be talking to the Sec. of Defense and the military leaders?

My guess would be that Cheney, operating in the secret WH basement bunker, was calling the shots that day.

I know it doesn't quite fit the mythical image you guys have, but Bush was in complete charge that day. I've posted before that a friend of mine was in the Offutt USSC bunker with Bush during the video conference and there was no doubt about who was calling the shots. And Rumsfeld was front and center on the call, regardless of what that link says.
