American taxpayers $10 billion by loaning money to Iraq instead of donating it. 7) Bush said that the Iraqi government would never be allowed to be a theocracy, then said the administration would accept a democratically elected theocracy. 8) Bush opposes creating 9-11 Commission, Bush supports creating 9-11 Commission. 9) Bush opposed extending the time for the 9-11 Commission, Bush supports credits for hybrid vehicles. 33) Bush supported continuing the ban on assault weapons in 2000, now opposes extending the ban. 34) Bush promised not to touch the Social Security Surplus, then Bush used
