Jimmy Carter, trained as an engineer, managed to get through a certain number of measures that really made a difference in energy consumption. The insulation tax credit was a huge success.

We will never know what scientists and engineers could have done to make us more independent of foreign energy by investing the $87 billion spent on Iraq in something comparable to the Manhattan project.
