neither i, nor you, have any idea what was or wasn't going on during those seven minutes. however, the first order of business was likely to secure the safety of the president, obtain vital intel, prepare transportation, and establish the chain of command (none of which require any action from the pres).

in truth, even if bush wasn't at the helm in the beginning, i really don't care. in a crisis situation, i would much prefer to have men such as rumsfeld and cheney, men with years of training and experience in disaster scenario planning that dates back to the cold war, taking the lead.

the best description i have read of how that day went down was contained an article in the Atlantic Journal. however, i think u need a subscription to read it.

Why are you saying Bush was "frozen"? I've read accouts that school officials said he spoke with the students briefly after the reading.
