The reason that even a scratch deserves a Purple Heart as equally as a blown off leg is that a piece of ballistic shrapnel hitting somebody could easily kill. One inch can make the difference. If it only scratches, that does not contradict the amount of danger it represents. The "it was only a scratch" crap is just that...crap.
