I think it is true.

On the one hand, they live shorter, and collect much less Social security money, and spend less public money (Medicare and Medicaid) on health care. On the other, they contribute part of their after-tax income voluntarily in the form of sin tax. So to encourage more smokers seems to be a win-win situation for the public, LOL. Maybe it can even relieve some social security burden<g>

The healthy people, if they do much in the way of productive work, carry the burden for the whole society. That aerobics queen is likely to be working part time, doing voluntier work, caring for and influencing grandkids etc. She was also likely to work al the way to retirement age instead of taking early retirement.
