If true, the innocents should leave and not take free crap out of looted stores.

Ok, how about this, an undercover team of 250 officers is assigned for the 50 troublemakers. rotating 5 people per scum, as soon as trouble starts, the leaders get arrested. Immediately cut off the head of the disturbance. Hopefully it would stop quick.
