I think there's really no defense against a determined foe for whom killing some "enemies" is worth their life. The way I see it, the only solution is to make sure everyone values their life, has a chance at a future, and wants to continue living it. This may be a ridiculous idea, but as I see it, it's really the only solution that works. A total worldwide police state will just breed more suicide murderers.
