Bush did ZERO against terrorism until after 9-11. At least Clinton was fairly focused on it, though not enough. Bush did nothing, get it? Not a thing. Nada. Nunca. SDI only. Went on vacation. Tax cuts for the rich and pollution rights for cronies and that was it. Also stopped FBi investigations into saudis and disbvanded Clinton's CT team.

Even disbanded Richard Clarke's Al Qaida desk. Didn't even mention terrorism and neither did "security" advisor" Condi Rice until AFTER 9-11, despite being warned many many times including by Kerry and Clinton.

On the other hand, FDR did an excellent job of preparing the American people for war prior to Pearl Harbor.

One account I read has it that the Americans broke the Japanese secret code and were able to decipher the Japanese coded messages.

It seemed that FDR knew about the Japanese plan to attack Pearl Harbour but he let it happen anyway so that he could use the attack to get full support from the American people for the war against Japan, and he succeeded.

The movie "Torah Torah" which was very popular in the early 1970s and later available on VHS tape tells pretty much the same thing about the Japanese attack on Pearl Harbour.
