The USSR didn't collapse. They finally recognized that Western Europe and the US were sufficiently socialist that they could safely lower their military guard and not worry.

The technology, dunce, was part of the Western advantage. Brought about by a superior economic sysytem that strongly encouraged, rather than discouraged, innovation. Reagan harnessed the major US advantages- -economics and technology- -to force the Russians into an arms race they could not win.
