Could Gen Franks have been C/S Army had he wanted it?

Good question.

The short answer: Yes

The long answer:
Most believe Franks led a short list before 9/11. After 9/11 he selected a command position again, as he had done throughout his career. He was never a staff puke. He always sought and won commander jobs. When he was on staff, he was the principal.

After Iraq, many believe he was in line for C/JCS. But by then he had 40 years of continuous active duty and was not interested in a staff job where he would have to play politics. C/S Army is a command position. C/JCS is a staff job. Both are Pentagon jobs and that was not the playing field Franks had ever looked for.
