The operative word in the passage is "Believe on the Lord Jesus Christ, and thou shalt be saved, and thy house.

If infants are saved by baptism, then what is the need for faith, and what about those who are baptized and then never show any desire to believe in God many of them becoming radical Atheists?

There is no mention of infants who are unable to understand and believe in the passage. Given all these problems it seems unreasonable to believe that Baptism is anything but a public and outward declaration of that which has already taken place inwardly.
