After the Cole attack Pres Clinton gave orders to launch a $1M missile that hit a camel in a $10 tent. He in effect met a terrorist attack by lashing them with a wet noodle.
If Clinton launched a full scale attack that wiped out the terrorist training camps & started tracking those who were trained in those camps, he might have prevented 9/11. That was his weak policy towards terrorism--GW Bush made a proper response.
