Ted, Really, Ten.......how many months under Clinton? 4? 2? 5? It was sometime in 2000. Clinton was lame duck.

It was still under Clinton's watch. Kind of like the start of the recession.

And what has Bush done about it the past 3 years?

More than what Clinton did in the six years following Carter's 1994 accord.

I can't find a more precise date.
I glossed over the report and thought it was a recent or ongoing activity.

It does show that nuclear knowledge will be widespread. It's 50 year old technology based on 100 year old studies.
