Yes, attacking the civilians of an enemy force occupying the US is terrorism.

By whose definition of terrorism?

I can think of numerous scenarios where such attacks are not only not terrorism but are permitted under the international laws governing warfare.

The biggest problem with the arguments you propose is you have not yet provided your definition of terrorism. Clearly your definition is different than any others. That is why I decided yesterday this conversation is a dead end.
