And I would guess some of the poorer EU countries like Spain and Greece. Now Japan has been running a deficit for a while, they've been trying to get a more or less moribund economy started for more than a decade.

The point is, there are few countries that have a lower tax rate than the US. And those that do, usually aren't ones that most Americans would want to live in.
