If countries would only put legal secession clauses in their constitutions. If you look at the US Constitution there is no provision for secession, but joining the union is spelled out. Seems to me that if one can simply join the union, a State can decide to leave the union as well. I still don't understand why Southern States such as South Carolina didn't try to use the court system to leave the union instead of firing on Fort Sumter.
