Not by my definition.

To be part of the coalition you have to go on records as supporting the effort in what way you can.

Kuwait let us use their terrirory for a major mobilization. That is in reality a lot more support than some of the countries who sent a few symbolic troops. And Kuwait got attacked for their support, which is more than most other countries did.

We don't know what support they may have given in the way not of overt troops but of covert support, intelligence, sending pepole into Iraq gathering information on the ground, etc.

They were a key part of the coalition. Don't mimimize their contributions.
