The world needs to come up with some process for dealing with these humanitarian crises. Is it the UN? Or, some 'coalition of good samaritan nations'? By the time an ad hoc solution is found, these problems often become too difficult to reverse, and cause too much suffering.

Or, should we simply take a more hands off approach, and let these crises sort themselves out?

Call me cynical, but I think the only reason Powell is being allowed to use the word "genocide" is that Bush is attempting to look human before the election. The test will be if Bush allows some of the wasted troops in Iraq to intervene in this situation.
