And? This has been the same forever, how did W do this?

The largest tax breaks, on a percentage basis came to the lowest tax paying wag earners. 20% of the highest wage earners paid 80% of the taxes. The top 20% wage earners are the ones that create the jobs. Also, those "wealthy", are merely stewards of that wealth. Do you believe that they're putting that new found wealth under their mattresses or investing it? By investing that money they create more jobs therefore more taxes being paid. It is not a zero sum game.
