Yes. Of course. I don't think there has ever been any question about that.

HSDPA is simply an evolution and extension of the 3GPP 3GSM UMTS standard, and it us fully backward compatible with 3GPP GSM GPRS/EGPRS, just as 1xEV-DV is a part of the CDMA2000 standard and is fully backward compatible with 1xRTT and IS-95 A/B.
