It turns out to be from something called The AWOL Project. They do have lots of Bush's military records but put their own interpretation on them, which is "Bush did not fulfill his requirements!" According to the web page, it just says Agreement at the top. They were making a big deal out the "5-year" commitment.

uw...do you know how many months/years of flight training it took pilots to learn how to fly the F102s? Maybe some people don't realize that one just doesn't get into the seat of any jet, and skip on down the runway....

Maybe some think that because he was in the ANG that there was less time taken.
